Mass Mills is a 282-unit mixed income development located in a historic mill complex in Downtown Lowell, the city?s first mill yard to be converted to housing. The existing residential units were developed between 1988 and 1990. Permanent financing was provided by the Mass Housing Finance Agency?s taxexempt bond program in addition to HODAG grants and Federal historic and low income housing tax credits. The site, located at the confluence of the Merrimack and Concord Rivers, includes seven mill buildings and is an integral part of the Downtown Lowell National Park. The final phase of 163 market rate units is currently under development. Upon completion, Mass Mills will total 445 units.
